Robert Downs has practiced in the intellectual property field since 1990, specializing in electrical patents. Mr. Downs has diverse technological background stemming from three degrees in Computer Science, Information Systems and Bioinformatics, as well as continued post-graduate work in applied computer sciences. He prepares and prosecutes patent applications in technology areas including computer science disciplines of: software engineering, large-scale parallel and distributed processing, Web applications, machine learning, software applications in object-oriented and functional programming languages, social media processing, electronic commerce, and bioinformatics; electrical engineering disciplines of: semiconductor devices, image processing devices, mobile and handheld devices, and computer hardware; and communications disciplines of: communication systems and devices and communications protocols.
Mr. Downs served in the U.S. Patent and Trademark Office in various positions from 1990 to 2001. In 1997, Mr. Downs received the AIPLA Outstanding Examiner Award for the computer technology art. In his last position, Mr. Downs held a senior examiner position as a trainer for examiners handling business methods, Internet security and software development patent applications. Prior to serving as a trainer, Mr. Downs served as a Quality Review Examiner in the Office of Patent Quality Review. Mr. Downs was a primary examiner for five years before being promoted to the Quality Review Examiner position.
Mr. Downs served in the Department of the Navy as an engineer from 1982 to 1990, in the Reliability, Maintainability and Quality group for surface ships. In this position, Mr. Downs managed small business innovative research projects (SBIR) and applied research projects in artificial intelligence.
